Congratulations to Al Norman, Executive Director of Mass Home Care, who was awarded the prestigious Elsie Frank Advocacy Award by the Massachusetts Association of Older Americans (MAOA) at their Annual Meeting in Boston on September 19th.  According to MAOA Executive Director Chet Jakubiak, the Elsie Frank Award “is given in recognition of a person who work is committed, consistent and dedicated, a person who works on behalf of elders to make their lives better.”  Norman has been an innovative and tireless champion of promoting programs, legislation and policies that ensure the optimal well-being of Massachusetts elderly for over 30 years.  He authored the Aging Services Access Point (ASAP) law and the landmark Equal Choice legislation.

This year, Norman served as a key supporter to the Council as we successfully advocated for the inclusion of language in the FY15 budget that established the $6.1 million Targeted Homemaker Wage Increase.  The Council’s victory on this campaign would not have been possible without the support of our many long-term care partners, led in large part by the ASAP network. The Council looks forward to continuing to collaborate with Norman and Mass Home Care in the future to both strengthen the state’s home care network and further support its home care aide workforce.
